The challenge
Under the World Bank CARE project, RIMES needed regional data products that would help users across South Asia act on weather and climate information. Two needs stood out: flagging temperature conditions that matter for sensitive sectors, and turning agricultural weather science into something farmers' advisers and agencies could use. Users and teams were spread across several countries, so the products had to work regionally and be easy to demonstrate and explain.
Approach
Suman developed the Temperature Sensitivity Alert System (TEMPs), integrating model, satellite and ground-based datasets into an alerting product. He also supported ADVISE (Agricultural Weather Intelligence: A Smart Decision Support System), helping translate scientific outputs into operational dashboards.
Across both, he coordinated requirements, data processing, interface development, deployment support and stakeholder communication with distributed teams, and demonstrated products and gathered feedback through RDAS community-engagement workshops in Nepal, Pakistan and Bangkok.
Decision-support building blocks: TEMPs combines data fusion (model, satellite and ground observations) with threshold-based alerting, and ADVISE puts scientific outputs into a decision interface for agriculture. Together they cover the ingestion, fusion, alert and interface layers an operational early-warning system is built from.
